How is this a flaw?

Section 23 of the Property Tax Code says that all properties must be appraised at 100% of Market Value. Market Value is defined as what the property will sell for on the open market (MLS). Every property below sold on or after 1/1/2016, the sale was recorded on the MLS, and the central appraisal district knows when it sold and how much it sold for. I believe a flaw in the tax code allows them to knowingly value your property higher than market value. Don't you agree? Please share this list and encourage people to protest.
